Panting works by evaporation: moisture leaves the tongue and airway, and heat leaves with it. Evaporation slows as the air fills with water, and Singapore air routinely sits above 80 percent humidity. A Shih Tzu panting in 32 degree Singapore air works far harder than the same dog in 32 degree dry heat, which is why dogs here overheat at readings that sound moderate.

This is the mistake behind most overseas advice. American breed sites talk about "summer care" and quote Fahrenheit thresholds; Singapore has no summer, just 30 to 33 degrees, every month, with humidity doing the real damage. Before 9am or after 7pm, as a rule.
